Use of the Ensemble Data Tool for Decision Support on Lahontan Reservoir

ABSTRACT

In Water Year 2023, the Carson River Basin peak snowpack shattered the previous 43-year record by more than 10" of snow water equivalent. This led to prolonged flood operations downstream at Lahontan Reservoir, which is upstream of the City of Fallon, NV. A Lahontan Operations RiverWare model was constructed to run, process, and analyze operational scenarios using RiverWare's scripting tools, Multiple Run Manager (MRM), and Ensemble Data Tool (EDT). Two goals governed Lahontan operations: 1. Prevent downstream flooding in Fallon, NV, and 2. Maximize carry-over storage for future use. The concept of an operational envelope was deployed to ensure that Lahontan releases allow operations to meet both goals. This framework integrates the River Forecasts Center (RFC) Hydrologic Ensemble Forecast and an experimental Airborne Snow Observatory (ASO) informed RFC forecast to directly inform operational decision-making.
