Truckee River Operating Agreement (TROA) Operational Forecasting and Accounting Model

The 15-month Truckee River Operating Agreement (TROA) daily operations and accounting RiverWare model will be discussed and presented. The strengths and challenges of performing both operational forecasting and backward looking accounting in one model will be the focus. Difficulties in doing this include having flexible rule logic as well as reservoir and reach methods that will accommodate using input values or values set by rule logic within the same model run. A brief discussion of our approach to backward looking accounting using rule logic and a few utilities that were developed to aid the process will be presented.
